What is the Little Rock Port Authority?

The Little Rock Port Authority was founded in 1959. According to the City of Little Rock, its official
duties
are “to perform any function which may tend to develop and improve the harbors, ports, river rail
or barge terminals of the City, and to increase the movement of commerce through them.”

The Little Rock Port Authority is made up of a seven-person Board of Directors, as well as several
members of staff. The members of the Little Rock Port Authority’s Board of Directors are appointed by
the Little Rock City Board of Directors and serve five-year terms.

The Little Rock Port Authority’s Board of Directors

Clay McGeorge, Chair

Clay McGeorge was appointed as a board member of the Little Rock Port Authority in 2018 and was
elected Chair in 2024. He is the president of Jeffrey Sand Company. Clay’s hobbies include golf and
spending time outdoors.

Stan Hastings, Vice-Chair Treasurer

Stan Hastings is the CEO of Moon Distributors, Inc. and owns Trivia Marketing. Stan’s hobbies include
hunting, boating, and riding motorcycles.

Melissa Hendricks, Director

Melissa Hendricks has served on the Little Rock Port Authority Board of Directors in various roles,
including Chair and Vice-Chair, on and off since 2011. She is the foundation director for Centers for
Youth and Families.

Tamika S. Edwards, Treasurer

Tamika S. Edwards was appointed to the Little Rock Port Authority Board of Directors by Mayor Frank
Scott, Jr. in 2021. She is the special advisor to the Central Arkansas Water CEO on Diversity, Equity,
Inclusion, and Engagement. Her hobbies include spending time with her family; researching history,
psychology, and sociology; and watching reality television.

Keith Harvey, Director

Keith Harvey was appointed to the Little Rock Port Authority Board of Directors by Mayor Frank Scott,
Jr. in 2021. He is the senior vice president and deputy general counsel for Uniti Group, Inc.

Joe Bailey, Director

Joe Bailey was appointed to the Little Rock Port Authority Board of Directors in 2012 and reappointed
in 2017. He is a senior project manager with Entergy Arkansas, Inc.’s Teamwork Arkansas.

Mayor Frank Scott, Jr., Ex-Officio

Mayor of Little Rock Frank Scott, Jr. is an ex-officio member of the Little Rock Port Authority Board of
Directors.
